Calling is the superior play with our specific two pair. Raising is a mistake because it forces the Small Blind to fold their air and marginal hands while continuing only with hands that have us crushed (AJ, 33, JJ).
Note: Raising with bottom two pair on a dry board is unnecessary; it narrows Villain's range to hands that beat us and kills the value we get from their bluffs.
