Betting the turn is a reasonable way to start extracting value after the flop went check-check. The 3h is a total brick, and we are still ahead of most of BB's range.
Checking the river is a missed opportunity for value. After BB calls the turn and the river is a relatively safe Ten, we should be betting to target their remaining marginal pairs.
Note: Checking back top pair on the river loses significant value against a range that is mostly bluff-catchers like 9x or 8x.
