Checking is the higher EV play here. While the board pairing 3s technically gives us two pair, it doesn't change our relative hand strength significantly against the BB's range.
Note: Betting here is slightly thin; checking back keeps the pot manageable and allows BB to continue bluffing with their air on the river.
This is a mandatory call. BB's small lead on the river looks like a 'blocker bet' or a thin value stab, and we are getting incredible odds to see if our two pair is good.
